Most if not all sports have equality in substitution. Why should the defense have to wait on the offense to substitute? This wasn't an issue until offenses started running the HUNH offense going as fast as they can possibly go. I don't think it's a safety issue but I don't see a problem with allowing the defense to substitute as they see fit as long as they don't abuse it to slow down the game.
