Just because they are not putting a fence up doesn't mean they won't control their dogs. They may install the in-ground deal. A lot of people are talking of the negative things for you to tell them. It's their land and it seems as if you keep going over with demands they gonna tell you to f-off, I know I would. Why don't you let them build their house and only deal with issues as they come instead of creating tension? This. Sounds like you jumped the gun and ran over as soon as the land clearing started spouting off "rules" for them to follow. If they are building they are under enough stress without that crap. Good neighbors are worth their weight in gold and it sounds like youve already shot that to hell. She started it off on the bad foot before I ever started in on my rant.
