The State could not micro manage deer, and they dont attempt to. Harvest and population number are calculated in "trends", not down the itty bitty specific nano-number. These "trends" can be calculated on a county by county level, without too much difficulty. I did some more reading. I found the answer to one of my questions - mail surveys. I understand and trust them. SO, AL is gathering some info, SO, AL could put this info together to figure harvest TRENDS would help determine population trends.
