The city council tried to pass an ordinance banning panhandling but the city attorney said it would be unconstitutional... To be more specific, the Southern Poverty Law Center threatened to sue the city to have any such ordinance declared unconstitutional if it was passed. Instead of telling the SPLC to kiss off the Democrat Mayor capitulated and so the city council simply did not pass the ordinance.
