It's illegal and unconstitutional for governors (or any single political position) to make or change laws.
With exception only to the Presidential executive order, no individual has any authority to impose a rule of law.


It might be illegal. But, it isn't unconstitutional. The Alabama Code gives teh governor the ability to make executive orders that carry the weight of law during times of a state of emergency.
