There were 78 team members last year and 20 did not post a bird. Put those 20 on a scout-team together and they have to post a bird to earn there way onto a team next year. First time members can be on a team but if they don't post a bird then they are on the scout-team next year. This would stop people from signing up with no intention of hunting. When team members don't hunt it takes all the fun out if it for everyone else. I actually kinda like this.....I have ZERO problem with people hunting out of state....but if you sign up HUNT!....If you don't kill a bird, hey, it happens....but at least make an attempt.
