License - gets federal money from Interior as returned excise taxes in form of Pitman-Roberson money
Permit - doesn't get anything from the feds.
It was a "baiting permit" until it became a "baiting permit license."
It's why WMA Permits, or anything officially labeled a permit, are not able to be submitted to the feds to receive excise tax distributions.
