Why would they give it back? They don't want it all back, just the balance minus the $15 for the baiting license But on what grounds? If I get a speeding ticket on a road and a couple years later they increase the speed limit I would not be entitled to the fine. At the point I was fined I broke the law. Even though I no longer own the goat, you still owe me for the time you spent with it.
