The "definition of area" thing is still in use so if the feed is placed according to the "definition of area" guidelines, then no bait permit is required. By the way, according to the law, hunting game by aid of bait is still illegal, so if you do not follow the area guidelines and put out bait in plain sight AND you dont have the "bait permit", you will still get a ticket. Most of the officers who worked for me did not want to be doing juvenile charges at all, but I do know some who would do it. One thing is for sure, if a dad put a kid over a pile of bait, just go find the dad cause he will have some under him, too.
