I usually load 154s for my 280. A few years ago I was having trouble finding R19. For me H4831 was the best powder with 150/154s. Currently running 160 Accubonds over R23 and its the cat’s meow. IMR 4831 gives me 2998 avg with Speer 145s in .280 Rem. It's been years since I worked up that load but I seem to recall R19 was slightly slower with that bullet but the accuracy in my barrel was not as good as 4831. I haven't hunted with the .280 in recent years, but 4 bucks on 4 shots with the 145 Speer. No complaints.
