The orange color is likely a herbicide surfactant such as methylated seed oil.
I'd say it's more likely food coloring.
Lots of professional sprayers use food coloring so they can see where they've sprayed and where they haven't...makes sure they're getting complete coverage.
They company that sprays at the refinery uses blue.
