I "trespass" on city property ALL the time. I don't have written permission to enter their building or walk on their streets. Just because the city owns something doesn't mean that you cannot set foot on it without written permission. That is my point. If it is owned by the city, then it is open to the public unless stated otherwise by signage or a fence.
