It did go up.....almost doubled. Regan was in office for 8 years. Cater was in office one term. Multiple that growth my 4 and that is what Obama did. That made zero sense but ok. Reagan and both Bushs did the same thing Carter (I think that is what you meant to say?) and Obama did. Different sides, same coin. Let me try to explain better. Carter was in office for 4 years. The deficit at the end of Carter's term is being compared to the deficit at Reagan's ending term. The Gulf War was also during Regan's time. I think those two important factors (term length and war) are important to note before one can make a blanket statement about the deficit rose under Reagan.
