I planted this today:
45# cosaque black oats
45# abruzzi rye
14# crimson clover
5# diakon radish
With 18-46-46 fert. I know it's overkill but I had it in the blender so that's what's zappining. 200 Lbs/ac on the fert? I have always applied 300-400 per acre of 13-13-13. Plus, I hit them with AN during the latter part December. BUT, if your PH is not correct you might as well not put out any fertilizer unless you just like throwing money down the drain.
