I don't understand it & I've seen it.
But if that's their idea of fun and it keeps them from other more risky behaviors then whats the harm. depending on what site you read, in many cases, part of the "game" is stealing them..... I didn't realize that there was a petty theft aspect of it and that is not alright. Not at all justifying the bad behavior but putting perspective, kids long before the cone fad have stolen and shot road signs.
