The money mentioned in the article I posted reflects the money sent to lobbyist's firms on behalf of each District's constituancy to bend the ears and meet with Senators and Representatives that will support our position. The money (supposedly) doesn't go into the pockets of Members of Congress. They DO wine and dine them, though.
