What are the pros/cons of this?
Higher cost for new construction is the first that comes to mind since we use a lot of Canadian lumber. I guess that would be a pro for government revenue but a con for builders and consumers. Builders don't care, it's a pass through. They do when people stop buying new construction in favor of older homes.
