Why not just set the rules for your property for the results you want? I guess that method doesn't control your neighbors well enough. Everybody will get there wishes soon enough, I'm sure. That will work for large landowners or those that lease larger tracts, but for the smaller landowners they are at the mercy of their neighbors trigger control.
