I don't know how ya'll can tell that is bolt cutters. With the leather gloves, wire cutters, ask any cattleman and he would say that is a crimping tool for fence repair. I use a pair with handles just like that.
My thought the whole time has been guys looking for escaped cattle and fixing fences. Not sure about the Law now.....But, it used to be legal for them to pursue and retrieve cattle from almost anywhere.
