It depends. If they are in the process of being "legalized", Yes, because most consider them illegals until they are sworn in. Otherwise, No.
How in the hell can they be accepted by a public school if they do not have the "documents" that are required, such as birth certificates, vaccination data and etc. In that case the school officials that allow them should be fired.
