The ref said the clock would start on his whistle but he never gave the signal for the clock to start nor blow the whistle. I thought the play should have stood. He had to have blown the whistle or they would have never snapped it. He did however forget to signal for the clock to start, but that's just a formality for the booth, and doesn't actually do anything since the official time is kept on the field by the head ref.
