He simply assumes that either all Mexicans are criminals or they are more prone to criminal behavior that good ole Mercans.
I can say from my dealings with criminals on a daily basis, Mexicans are down the list for criminal behavior. No way I would state all of any class are all criminals! Mexicans are down the list for criminal behavior. If you can't find foreigners prosecution becomes less of a priority. Would you say if you can't find them prosecution becomes less of a priority ;therefore there is less convictions on record for that reason alone?
