It depends. How old is he? Has he shot any center fire rifles before?

Conventional wisdom says 243. But, here is the flip side.

223 ammo is dirt cheap and virtually no recoil. This means he can shoot all he wants without hurting his shoulder or your wallet. Practice is a good thing.

Also, FWIW, my son and nephew are both shooting 243's and occasionally my son carries a 223.

I have been far more impressed with the damage and pass through shots from a 55gr tsx in 223 vs 100 gr soft points in 243.

If he keeps his shots short, a 223 does just fine.
