Perfectly safe to thaw and then refreeze. If you've ever ground meat before, it is a whole lot better to grind it really cold and firm. Not totally frozen, but not totally thawed. The grinder will stay cool and just grinds better overall. I pull it out of the freezer and put it into the fridge overnight to thaw. It is still halfway between thawed and frozen when I grind.
