When you add the 2 by to the riser you lengthen the tread above, but shorten the one below and so on. No gain in tread width. To lengthen the treads you have to lengthen the overall length of the run. So if you have 12 treads and want them 2" wider, your stair has to become 24" longer. No way around it. Also to be a comfortable stair the risers should be from 6" to 8" and the treads 9-11". The sum of two risers and one tread should be between 24 and 25". I.e. for a common 7/11 stair, the sum of two risers and one tread is 25" (7+7+11=25). The risers and treads should be exactly the same step to step. If you are off more than about 3/16" you will notice in your stride up and down. You're right.

Ya can't add to the riser , you won't change a thing.

Short answer: You don't want to do that. If you want larger treads, then you have to rebuild the stairs to do it right. Here's what it looks like if you try to "add" treads on top.

You can do it, but it is a tripping hazard and would not be not code compliant.
If you remove the old tread completely, put in a "ledger" board 2x2 or 2x4(which will hold the extended new tread) which does not extend the entire vertical rise, then install a new wider tread....then that has an impact on "walkability" and safety which are the reasons for the code in the first place. In essence you would create an unnatural lip overhang of 1.5 inches plus the nosing of the tread itself, if any.
In the code the treads are measured from the nosing projection so in theory your treads would actually be the same size as they were before. Plus nosing projections are limited to a max of 1.25 inches by the code. IRC R311.5.3 Plus from a function standpoint any standard tread dimension nosing overhang greater than 1.25 would eventually warp or crack due to its cantilever condition if not supported underneath. Over time this puts to much load on that unsupported lip.
The only real way to fix it is to rip out and put in new runners that are cut to fit your wants.
