From the looks of that thing laying on the top of it: I would say that it is a dildo maker from ~1875-ish. Women were tougher back then.

It's one of the earliest hand cranked butter churn's and if that ain't what it is...a vice made from wood... maybe a early textile fabric wheel missing some spokes.... maybe something Grand Ma used to spin yarn....

Oat crimpers I've seen have knurled wheels inside. Which makes sense, I don't see how those screws would do the work crimping anything . Doesn't look like a press either.

Upon further review , I think it's a home built grain flacker.

I'd have to see it in person and look at how it discharges... I'm guessing it was used to grind a little chicken feed I would not throw it away but it probably isn't worth anything it's a homemade contraption.
