I may be seeing stuff, but it sure looks like a cartoon looking tattoo with a cowboy hat on his left arm. I think that's a skull with an Indian headdress Might be Billy Jack walking the woods lookin for hooligans I can see a skull now that you say that, but I still see what looks like a cowboy hat.
