Dont discount those Savage 223's. I have a few great shooting bolt 223's and a savage that holds its own every time. And its a CHEAP savage! Axis edge heavy barrell. Good luck finding what your looking for.

Ive got a savage axis youth thatll hit a dime at 100yds. I would not sell it though. Im just saying those little savages are shooters. I put a 62gr fusion in a coyotes earhole one day while i was deer hunting. All i could see was his head sticking out from behind a tree. Its a killer.

Ruger American Ranch is pretty darn accurate.

Howa has 223 barreled actions in stock at Brownells.far as budget guns that shoot very well you have Tikka and Howa.just send it to your ffl the Howa that is and pick out your stock.youll not have problems with those two.the rest are a gamble.
Skip Ruger American the quality is hit or miss compared to a Howa.
Just trying to help if it was me Howa or Tikka...maybe bergara.. everything else good luck in that price range

Savage does make a good gun BUT the resale value is terrible,
