I don’t believe so, I think you just need your NC hunting license and waterfowl endorsement to apply for a permit. If you get drawn you will need your duck stamp.

I checked the refs and you must have a NC license to enter the draw. For out of state that’s $100 just to enter. To bad I would like to shoot one.

Gotcha, I thought you may be able to enter the drawing and then buy a license if you get drawn. We have to have a waterfowl endorsement to enter the drawing but we don’t need a duck stamp to get drawn.
