Missouri, Kansas, Nebraska would be high on my list. Maybe do a two or three state combo hunt. Although Kansas has lowered the limit to one bird.

Texas for Rios or N W Nebraska for Merriams.
I've spent most of the money I've made in my lifetime on hunting and fishing. The rest I just wasted.....

No doubt TX if you can find a place that will let you kill 4 birds. A lot of outfitters won’t.. Trip of a lifetime.....take him to Hawaii

Most outfitters will not let you kill 4. Most of the good ones are booked by this time of year, but I’m sure with the current situation, you may be able to find one. Personally, I have only hunted 3 different areas: Northeast panhandle Cross timbers Hill country
By far, Hill country had the most birds.
I’m going to the south zone this year to a place that borders king ranch, so I’ll check that box.
I have a contact that you can try if you want. I have not hunted with him, nor in his area, but I did a lot of research on it years ago for what it’s worth. Be careful in Texas. Some guys have a feeder mentality. They think if they have feeders they have birds, whether they’ve seen them or not. Make sure the place has water. Also, make sure they don’t just stick you in a blind at a feeder and that’s it. That may be your thing, and if so that’s ok, just make sure you understand what you are getting into before going. Texas hunters and outfitters from my experience have the least amount of knowledge about turkeys as anyone you’ve ever seen, yet they think they know it all. Just visit the Texas hunting forum’s Turkey hunting forum for verification of the amount of ignorance and stupidity that they arrogantly display for all who care to read.
Texas turkeys can be very easy. Texas turkeys can also be fairly difficult depending on the situation, like if they been regularly shot over feeders a with rifles before you get there.
There’s a guy in Wyoming and South Dakota that does a 3 bird hunt. It’s expensive, but he stays booked a full 2 season in advance. I want to go badly, but can’t bring myself to pay the deposit for that long of a wait and my life hasn’t been stable enough to warrant it with moving several times the past couple years.
Be wary in Missouri, Kansas, and Nebraska. Those are the most hit or miss states out there. You can have great results with the right outfit, but there’s a lot of scams to fall into. Also, most personalities clash from Alabama to those Midwestern guys. This is the area I have encounters the most dishonest ones. TurkeyJoe can vouch for several of these stories.
South Florida was great to me, but quick also. 4 of us killed our birds first day by 1pm down by the Lake. The guy I hunted with down there has some land and a nicer lodge up near Orlando in the north zone. Still Osceola’s, season doesn’t open til mid March there.
Western Oklahoma can be good. Several of us on here have hunted with the same outfitter out there. You can kill 2 birds over the counter. Several of the good to shows film with this guy on a regular basis. Lots of land, but the guy may only give you one or two spots to hunt. Just because an outfitter has a ton of land doesn’t mean he lets you hunt it all.

Trip of a lifetime.....take him to Hawaii We have had to cancel our trip to Hawaii for next spring because of their ridiculous/liberal COVID chit. No way in hell I am letting the damn government have the ability to ruin the trip of my lifetime as a result of some stupid arse, unreliable test of their choosing.
