So I’ve been doing some reading, but still little confused. I understand now is the time to be planting it, but how deep of water can I plant it in, and can I fertilizer it anyway?
For the ones that has planted it in bama in the past, I’m all ears for suggestions.

I don't think you can plant it into water, but once it gets 5-6" tall, it will continue to grow in standing water. Ahhh... 10-4. So plant it in wet land and then flood it...

The few times I've planted it, it was a moist soil and was on and off wet during growing. Then flooded at maturity. Grew well in those scenarios. Never fertilized it either.

I drop the water and throw it out on the mud flat. It usually grows pretty well and then flood it back.
No government employees were harmed in the making of this mess.
