This is an older house built in the 60's. There used to be a workshop attached to the house but I tore it down about a year ago due to it being rotten. Those same 3 wires used to power it. I don't remember exactly how it was wired to the old subpanel but there was definitely not a ground wire running from the main inside.

Yes, if you phase tape up them wires and hook them up right. Theoretically it would be somewhat safe.

the incoming power is missing a ground. the nuetral incomming may not be stripped back far enough too.

Best advice I can give you is to never work anything hot. I turn off the power and check it with a tester to make sure.

I would come help you out, but I haven't done residential " professionally" since 1997. I don't like working on residential "on the side" because if you touch one part of the electrical system and anything happens afterwards, to any part of it, you"re gonna be blamed. In my experience, looking at that box, there is probably other things that ain't exactly right. There's people that know enough to hook something up and make it work but not necessarily done right. Like Dixie said, it's fine till something happens. People always want things done cheaply, but some of that money goes towards someone taking responsibility if your house burns down or someone gets shocked and killed afterwards. I'm kinda old school when it comes to electrical work, I think it should be above the standards.

I didn't look at the photo or read much of the posts above, but if that's a sub panel it shouldn't be bonded.

Now if an electrician, would of presented me with Ozarks predicament. I would hook incoming red wire to breaker on each end, and make that my HOT wire. Land incoming white/nuetral on line side of that terminal strip you got the white wires hooked to. Nuetral going out of box needs to be stripped and installed so you can see bare copper on both sides of screw.. Wrap black wire in green tape on both ends, and make that my ground, connect in box with wirenut , or with isolated terminal strip.

If it wasn't hot outside, I would cut conduit with twine, hook up LB at panel with male connector and donut gasket. and a few 2 hole straps.
