Maybe fescue, our deer don't seem to eat it much. and you could add a simple electric fence around an area that size easily.

I don’t think cedar trees would do a very good job of stopping erosion on a 30’x40’ piece of ground. I was thinking more a few cedars at the edge of the road then you can plant whatever in the open area. Cedars would block the view of road hunters
