Had one of the other guys in the shop look at it. He's with me , back stop adjustment off a shear. However, those arms look like arms off a de-coiler but there would most likely be either 3 or 4 of them in a set. If they're off a de-coiler those shafts wouldn't go with them. The rod assembly looks like a ram adjustment out of a brake press , but it has some sort of length adjustment and a ram adjustment wouldn't have that stuff that adjust it sideways, no need. We're 99% they that stuff came out of metal stamping operation with coil lines, presses and shears, with the best guess being, if it all goes together, a backstop adjustment off a shear.

I figured out exactly what it is I had a guy from China look at it and he said it was:

It appears to be either a shear or press brake back gauge. (More than likely for a brake)
