For Blues I like the biggest freshest shad or bream I can find. Cut into large chunks. Crappie heads work great too.
Flatheads I like bream if the current isn't to strong. In heavy current I like 8-9" channel cats.
If you have skipjack in the water you fish forget about fishing with anything else..

Back when I jugged it was bream, bream, bream! Don't know what the regulations are on it now though.
