I bought a new starter for a 22 horse Briggs that I'm working on. It came with new bolts and lockwashers which are used to install the starter. But it also came with these two washers in this bracket or tool. Does anyone know what these are for?

Flat washers go under the lock washers I would think.

That may be a bracket which fits under the flat washer to mount wires to, and/or keep them out of the way?

More than likely, if you didn't see anything close to resembling it, when taking the old starter off, you don't need it.
