The Gulf War was also during Regan's time. I think those two important factors (term length and war) are important to note before one can make a blanket statement about the deficit rose under Reagan.

My point is no matter who is in office, we will be at war, the deficits will go up, no one will pursue any real change. I'm never gonna vote democrat but I'm also gonna acknowledge they all play for the same masters.

The matter of the national annual budget deficit, which adds to the national debt, is that yes it went up under Reagan - for the same reasons it is going up now under Trump: despite the tax cuts and consolidation/lowering of the number of tax brackets, the Congress run by RINOs and Dims refuses to cut spending. That happened with Reagan despite Reagan submitting budget proposals to cut the hell out of the federal budget, and ditto with Trump.

Congress controls the purse strings.

One thing I will add about Reagan - he was willing to increase the deficit in order to vastly increase military spending and military technology because he was dead set on once and for all winning the Cold War and defeating the Russian Commie bastards. Which he did. So that increased military spending part of the budget deficits was money well borrowed and spent.
