If she comes "home" and is tried in a court of law, ill bet you dollars to donuts there will not be enough evidence found to convict her of any crime. I don’t understand why coming back is even an option. She IS NOT a US citizen. She was born in the US to a foreign diplomat so she does not QUALIFY for citizenship. She has no US passport or green card. The governments formal stance should be “we don’t negotiate with terrorist and we don’t spend tax payers money saving someone who runs off to support terrorism.
