Academy is usually pretty good stuff....that is not!
The worst I ever got was some WGI branded from Walmart. It was 20% dust 10% stem and 70% Corn

I bought some a few weeks ago at a local hardware store and it had come down from $7.50 per 50 pound bag to $7.10 a bag and it is really clean corn. I've never seen corn out of a bag that had trash in it like that.

Is this common? Academy and Walmart are about the only place I buy bagged corn and I've never found anything in it.......heck, don't even recall finding stem/stalk/leaves or anything like that in it........just plain ol' corn kernels.
