Can the powder loads be ratio'd to determine speed as well as in between loads? ex. 1=1, 2=2.5, does 1.5=1.75?

Unless you have a chronograph, you can't be sure. Sometimes you will see a significant jump in velocity with a small increase in powder if you are testing different charges.
Remember, the velocities listed in the loading guides were obtained with their equipment. Your velocities may vary greatly with the same powder charges listed in the guides.
