I am a little skeptical on the transfer rules. My fear is now you will basically have free agency in college. If a player doesn't earn a starting spot on team a, he will transfer to team b, if team b doesn't work, I will transfer to team c and so on. I would prefer that they limit how many times a player could transfer, like 1st transfer, no restrictions, second transfer has to be to different level of college, and third transfer is final. I like the redshirt rule but wish it had been ( what equals to 4 games), meaning you could play any 4 full games OR you could play in 8 halves, OR any combo of quarters that equal 4 games. For instance, let's say you have a backup QB and you have 5-6 blowout games, he could play in a mop up duty role in 5-6 games, as long as playing time equals 4 Full games. Just MHO.

I'm still trying to understand the details but how I interpret the rule change is that IMO, my main concern is this now gives amature athletes more control than necessary. So now, in addition to coaching the team, recruiting, hiring, firing, ect, now they have the added responsibility of keeping the player happy or risk him transferring with 2 days notice. So if player A is pissed because the coach is riding him too hard, disciplining him hard, or he's #2 on the depth chart, he's gonna threaten to transfer. Or worse, what will stop player A getting some of his buddies get together and start placing demands on the coaches or they threaten to transfer en masse. It won't be long until we have some intagram posts doing their best Alan Iverson impressions ("Practice? Man this ain't no game. We talkin' bout practice man.")
I like that it still requires undergrads to sit out a year if they transfer laterally to another D1 school because it makes them at least think about the move since they won't be eligible to play the following year.
I do think the old saying of "the rich will get richer and poor will get poorer" will come to fruition. That should benefit programs like Bama and when good athletes decide to leave other programs and want to move to proven championship contenders and winners.
Question #2 is how fast will Gus be breaking off a phone call to Jalen Hurts next fall?
