Plants like these and steel mills and paper mills or whatever don’t just get “shut down.” Power companies have some direct customers that, in return for special rates, sign contracts allowing their power to be interrupted during extreme peak load conditions. I heard for years about TVA shutting down the paper mill at Stevenson in the hot summer. I never really knew that the paper company had agreed to allow that to happen in return for cheaper power.
