Round ‘bout there

Alabama Legislature has begun its current Session, and here are some of the pre-filed bills for consideration related to hunting, fishing and trapping:

Hunting, authorize the taking of whitetail deer or feral swine by means of bait after purchasing a "baiting privilege license"
http://alisondb.legislature.state.al.us/ALISON/SearchableInstruments/2018RS/PrintFiles/HB21-int.pdf

Establishment of a Lifetime Waterfowl Hunting Stamp
http://alisondb.legislature.state.al.us/ALISON/SearchableInstruments/2018RS/PrintFiles/SB9-int.pdf

Trapping animals on public lands, liability limited to injuries caused by traps used on public land in violation of state laws or rules
http://alisondb.legislature.state.al.us/ALISON/SearchableInstruments/2018RS/PrintFiles/HB2-int.pdf

Conservation and Natural Resources, state parks, admission, free to Alabama residents who are active or retired military peronnel, Park for Patriots Act
http://alisondb.legislature.state.al.us/...TYPE=BillResult

Coosa Co., Forever Wild Land, payment from Ala. Trust Fund for lost ad valorem tax revenue, const. amend. (Wants Forever Wild to make additional payments to the county for lost taxes due to land purchases)
http://alisondb.legislature.state.al.us/ALISON/SearchableInstruments/2018RS/PrintFiles/HB78-int.pdf

These are all of the House bills for now:

http://alisondb.legislature.state.al.us/Alison/SESSBillsList.aspx?SELECTEDDAY=1:2018-01-09&BODY=1755&READINGTYPE=R1&READINGCODE=B&PREFILED=Y

Two separate bills would (1) prohibit smoking in vehicles with a minor present and (2) raise the age for possession of tobacco products to 21

These are all of the Senate bills for now:

And also hilarious. You can break the big, bad federal immigration laws and it's no biggie. But smoke a Winston around a kid, and they'll nail you to the wall.

The bill for taxes against FOREVER WILD is bogus. Surely added tourism makes up for lost Ag taxes!

Well I'll be, there it is fellers, maybe baiting will pass this time.

How is a scaffold used in deer hunting and what would one look like just for this purpose ? any one ?

I dont like the word priveledge in the baiting reg. Its not a dang priveledge and I should not have to pay the state. I am already paying thebstate when I buy the feed, the feeder, the gas to get there the vehicle to haul the feed. Piss off either make it legal or illegal don't tell me it's a priveledge

That would require developing a tourism industry of some sort, and Coosa co has nothing. The FW land is about all that is left of the Coosa WMA, but hunters that use it have to buy everything in another county. There are 2 small country stores that might sell a few things to hunters, but that is it.

I am gonna find out how much revenue is actually being lost. I think it is less than $10k.

Very, could be a very large domino effect if so.

Scaffold likely was used as a catch-all when the original law/reg was written years ago, before today's proliferation of various stands, shooting houses and such.

As for the Forever Wild ad valorem tax bill, that definitely could have a domino effect. I don't know what kind of tourism board or agency exists in Coosa County, but IMO they could easily promote recreational tourism - hiking, camping, birding, biking, outdoor photography, trail runs, hunting, fishing - with some foresight to help bring in folks to enjoy what's there.

Probably easier to just say "give us that lost tax money" though.

Texas would have a budget surplus if they did something like this.

The state is obviously still concerned about the revenue. I'd be fine with just buying the permit to bait on a property if I decided to go that route. It'd be simple and still give state the money they want. Feed is not taxed. That way it's legal and you have the option to do it or not. Not some bogies law where it's interpreted differently by everyone.

The way the bill is written, as far as I can tell, it does not specify where the "privilege permit" revenue would go.

Common sense would dictate that it would go to the DCNR as do other hunt/fish/trap license fees, which are dedicated by law and cannot be swiped by the Legislature or shifted into legislative coffers.

However, there is no specific language (unless I missed it) that says that in this bill. Which means as written, that "privilege permit" revenue could be routed to the General Fund or other coffers. IMO that language would need to be added to prevent any legislative grabby-hands maneuvers.

I have no problem with the 21 to buy tobacco products. My son is 16 and recently he has been talking about dipping. I told him I can just go ahead and knock his teeth out and he can bypass the 40 years of buying snuff like I have. I told him when he get 30 and still wants to try it I’ll let him. I guess it’s a peer pressure thing. And the Ag teacher who is a good guy dips.

The teacher dips during school hours around students?

Not that I care, but I'm surprised there's no school system policy about tobacco products on campus.
