very good in pre rut before they start chasing/breeding does. look for the freshest and biggest scrape you can. Or I have seen guys make their own in a area they can better enter and exit using a licking branch tied down and some mock scrape pee. I have just the place I'm planning on hunting on saturday pm. My only hesitation is to walk a 1/4 mile throught he woods which will make more noise but my scent is blowing south of bedding, or walk above the bedding which will blow my scent their way, but I make no noise. Good luck.
I believe that this is a practical world and that I can count only on what I earn. Therefore I believe in work, hard work. -George Petrie (1945)

Good luck. As long as you aren't unreasonably loud, you'll be fine. Take the path of least resistance and get set up. To answer the OP, it may be getting worked frequently, but if there isn't daytime cover near the scrape, the chances of him using it during daylight hours is slim. Regardless, I don't ever hunt right over a scrape. I prefer 30-50 yards on the downwind side of the scrape. That is where your best chance will be.
I hope we have once again reminded people that man is not free unless government is limited. Theres a clear cause and effect here that is as neat and predictable as a law of physics: as government expands, liberty contracts. Ronald Reagan
