I got a weird issue with my electrical outlets. i noticed it because of a fan I had plugged in. When you flip on any light the fan would slow way down. I begin testing the outlets. They read 120v when no lights are on. One you turn on any one light the power drops to 110v or less. Turn the light off and it goes back to 120v. Here's the really odd part, the gfi outlets are right the opposite. They read 120v with no lights on and 130v when you turn anyone light on. Iplugedthe fan into the gfi outlet it speeds up with lights on and down when you turn them off. Totally opposite of the other outlets.

You have a loose or broken neutral somewhere. Look in breaker box first, tighten all neutral and ground conductors.

The problem could also be one of the gfi outlets. A bad connection, bad outlet or reversed polarity in one outlet. Has any new wiring been done recently? Plug in a hair dryer and check both hot legs in the breaker box. See if you get a drastic change in voltage with the hair dryer running.

Ok, I pulled the cover off the panel , ever thing looks in good shape . I am thinking it may be outside on the disconnect, I tried to flip it off and it will not trip.

Looking at the panel may not be enough. You need to tighten everything, no matter how it looks. And if that main won't trip, I doubt if thats causing your immediate problem, but it's certainly a problem. Change it out ASAP. FYI, checking the frequency (hertz) is irrelevant unless you're generating your own power.

Could be an issue with your main line from Ala Power. Definately a neutral issue. Be careful or you could damage appliances or electronics.

Don't the ground wire have voltage on it when a nuetral is lost?

Not if it's ground. If it's got voltage on it it ain't grounded.

What amp service you got running to the house?
There is 2 different high fence. 1 small and one big! Mine was free range in the big pen and was not a breeder buck. Why does it have to be twisted around??

I have seen Alabama Power have a loose neutral at the transformer on a house I wired and I had 220v on 110v lights and it fried the new microwave, dishwasher, stove and fridge.

A ground conductor can absolutely have voltage, and current. Enough to kill you!
