Have you taken the scope out of the rings to see if the magnification dial will work? If the rings are over torqued it can have this effect. My brother couldn't understand why his Swarovski was hard to turn at the end of the dial until I remounted it at the correct torque. His was mounted by the "custom" gunsmith who built his gun.
