A 28" cam is easy to find and not that expensive. What does a new/used 28" cam run? 30-50 bucks installed? Also, what does a new string run? 75-100 bucks installed?

$30 to $50 on the cam. It will not need a new string because of the draw length change. But when it is in need of a set, you're looking at $90 to $130 installed from local string builders. Mash here, cam on eBay:
