May be a fire suppression rig. With the long hose they could pull it out in the woods to either aid in a back fire or just trying to clean up after the fire is gone. Not a lot of water, but better than nothing.

Just by seeing this angle and not the pump end it looks like one of the rigs the lawn companies use like tru green or chemlawn.
