Probably something to do with the Huntsville water plant to keep traffic off the TVA road.
I firmly believe that a double gallows should be constructed on the East Lawn of The White House. Politicians who willfully and shamelessly violate their oath to uphold and defend the Constitution of the United States of America should be swiftly tried and, upon conviction, publicly hanged at sunup the day after conviction. If multiple convicts are to be hanged they can choose with whom to share the gallows or names shall be drawn from the hangman's hat to be hanged 2 at a time.

Why build a new road when one is already there? The existing road is owned by TVA. IF it's a new road they're building it's to keep traffic to the water plant off the TVA road. TVA don't want to have to repave due to wear and tear from traffic that has nothing to do with Guntersville Dam. However, it could be a new ROW for a power line. Or a drag strip. Or a runway. Or....
