Sure its no gas? Crack the line coming into heater to check and make sure you are. Will the pilot light and then go out when you let off?

10 year old heater should probably be upgraded. Try blowing it out with a air line. Mine did what you described once and a good cleaning with a compressor and blow off nozzle worked.
Two roads diverged in the woods and I took the one with deep ruts,hills and mud.It may be bumpy but WHAT A RIDE!

I would try a thermocouple first as well. It may have a leak inside the liner that just won't allow it to light. Mine did that a few years ago and I had to swap out the water heater. It acted like it wasn't getting gas though, or it would light them immediately go back out.
